Helicon Defense is exhibiting at the 9th Ukraine Action Summit, organized by the American Coalition for Ukraine. The Conference and Expo take place September 12–13, followed by advocacy on Capitol Hill September 14–16. Ukraine is defending more than territory
Ukraine is fighting for national survival, democratic sovereignty, and the right of a people to choose their own future. Russia’s war began in 2014 with the illegal annexation of Crimea and expanded into the full-scale invasion of 2022. NATO now describes the People’s Republic of China as a decisive enabler of Russia’s war because of its ‘no limits’ partnership and large-scale support for Russia’s defense industrial base.
For the United States and its allies, supporting Ukraine is therefore both a moral commitment and a direct national-security interest. Ukraine is holding the line against territorial conquest while generating hard-won operational knowledge about drones, electronic warfare, resilient navigation, battlefield sensing, contested logistics, counter-unmanned systems, and rapid industrial adaptation.
The obligation created by Ukraine’s nuclear disarmament
When Ukraine became independent in 1991, it held the world’s third-largest nuclear arsenal on its territory. Ukraine relinquished that arsenal, transferred the warheads, and joined the Nuclear Non-Proliferation Treaty as a non-nuclear-weapon state. In the 1994 Budapest Memorandum, Russia, the United States, and the United Kingdom provided political security assurances that included respect for Ukraine’s sovereignty, independence, and existing borders and a commitment to refrain from the threat or use of force.
Those assurances were not the same as NATO’s binding collective-defense guarantee. But they were politically consequential, and Russia violated them. The failure of the Budapest framework has consequences far beyond Ukraine: every future nonproliferation negotiation is affected when a nation that surrendered a major nuclear arsenal is invaded by one of the states that promised to respect its borders.
Ukraine’s defense ecosystem is a lesson in survival
Ukraine did not have the luxury of slow acquisition cycles. Its engineers, companies, soldiers, volunteers, and government institutions built a rapid defense ecosystem in which systems are tested, changed, produced, and tested again under combat pressure. Battlefield feedback can reshape a design in days or weeks rather than years.
This does not mean every Ukrainian product is ready for U.S. adoption. Battlefield evidence must still be translated into documented requirements, lawful technology transfer, protected intellectual property, secure supply chains, repeatable manufacturing, qualification evidence, training, sustainment, and a real acquisition pathway. But it does mean that Ukraine possesses a body of operationally relevant innovation the United States and its allies cannot afford to ignore.
The economics of attrition have changed
The West remains capable of producing extraordinary defense systems. The problem is that an attrition war cannot be won with exquisite systems alone. A one-way attack drone costing tens of thousands of dollars can force a defender to expend an interceptor costing millions. Ukraine’s response has included mass-producible interceptor drones costing thousands of dollars—systems designed around the cost per successful effect rather than the prestige of the platform.
The same economic lesson appears across unmanned systems, electronic warfare, sensors, communications, and logistics. A system does not need to be gold-plated to be decisive. It must be effective, available, manufacturable, repairable, and affordable in the quantities a real war consumes. If allied systems cost an order of magnitude more than adversary systems that produce a comparable battlefield effect, superior technology alone will not solve the problem.
How the Helicon model works
Helicon is not searching for commodity or me-too technologies. We seek selected Ukrainian and allied capabilities with credible operational evidence, a defensible technical advantage, a clear U.S. or allied capability gap, or a significant cost-per-effect advantage.
For technologies we select, Helicon works to protect the originator, structure defined licensing and manufacturing rights, localize designs and trusted supply chains, establish compliant U.S. or allied production, support customer validation and acquisition, and manage delivery and sustainment. Ukrainian originators retain their companies and background intellectual property while receiving negotiated upfront or milestone consideration and continuing royalties under signed agreements.
That model is intended to provide real capital and recurring commercial value to the people who built the technology—not simply extract ideas from Ukraine. It also creates American manufacturing jobs, strengthens the U.S. and allied industrial base, reduces dependence on vulnerable supply chains, and helps defense customers obtain useful capability at a cost and production rate appropriate for modern conflict.
For qualifying Ukraine-origin programs, Helicon also intends to contribute 10 percent of its own program-level net profit to UNITED24 through a transparent, independently administered, counsel-reviewed structure. That contribution would come from Helicon’s share and would not reduce compensation or royalties owed to the Ukrainian originator. Read Helicon’s commitment to Ukraine.
